After the first rebellion, District 2was rewarded with better treatment and living conditions for theircitizens because of its loyalty to the Capitol. The NutDue to the relocation of the Capitol's military commandfrom District 13, during the Dark Days, the Peacekeeping force,along with a large portion of the Capitol's fleet of hoverplanes,were housed in a large mountain previously used for mining in themiddle of District 2. Train tracks from the mountain lead intoDistrict 2's square. After the mountain was thoroughly mined, theinternal infrastructure was reinforced and barracks, arsenals,computer terminals, and meeting rooms were constructed, turning themountain into a military base and the Capitol's main source ofweapons production after losing District 13. After PlutarchHeavensbee described it as "a tough nut to crack," Katniss Everdeenrelayed this remark to the rebel leadership of District 2,resulting in the mountain being nicknamed the "Nut."[1] Numerousrebel attempts to capture the entrances were defeated as these hadbeen designed to be near impervious to attack, resulting in astalemate. However Gale Hawthorne noticed avalanche paths on theside of the mountain and realized that an alternative to capturingthe Nut would be to disable it. Boggs realized from examining theNut's blueprints that its ventilation system was its weak point, asthese would be blocked up by avalanches. Beetee suggested leavingthe train tunnel to the square open as the only means of escape,which Gale was against, as he was seeking retribution for the fireBombing of District 12. It was decided to leave the tunnel intactto give the survivors a chance to surrender, but anticipating thatthe escapees would be armed and desperate, the rebels fortified thebuildings surrounding the square with machine gun nests. When theNut was bombed by rebellion hovercrafts, the resulting avalanchesshut off many entrances and air vents. The survivors did notinitially escape through the tunnel, but suddenly rushed two trainsinto the station when Katniss started to broadcast an appeal tosurrender. After she tried to convince an injured soldier tosurrender and was shot, the District 2 workers who had escapedturned on the soldiers, allowing the rebels to stand by and watch.Known tributes

It is implied in Catching Fire thattheir citizens lived in abject poverty, as they were one of thefirst Districts to start an uprising during the Dark Days. Before The Dark Days, District 3 was one of the more wealthyDistricts, however it was crippled by the uprising (in which itpresumably played an important role) and living standardsdecreased. According to The Hunger Games Adventures, District 3 islocated directly to the west of District 12. According to theCapitol.pn, District 3 has twelve factories in operation, and apopulation of 195,354, making it the third largest District, interms of population. Its industry is fishing, which is useful for tributes inthe Games as they have experience in using nets and tridents,making fishhooks from scratch, swimming, and identifying edible sealife. In Catching Fire, Katniss notices during her Victory Tourthat District 4, along with 3 and 8, seemed quite happy to see her,meaning that District 4 is a rebellious District, and also how thevictors from this District pledged loyalty to the rebellion andKatniss Everdeen. Being one of the wealthiest districts, District 4tends to produce career tributes, who volunteer to participate inthe Hunger Games. This is also the case for Districts 1 and 2.These children are raised and trained to win the Games, making themstronger and much more capable of winning than the average tribute(although this is illegal). However, in the films, nothing wasmentioned about tributes from District 4 being Careers. The breadfrom District 4 is a salty, fish-shaped loaf, tinted green byseaweed. Their source of income is fishing and kids are trained forthese jobs at a young age, giving them an advantage in the HungerGames. According to The Hunger Games Adventures, District 4 islocated on the west coast of Panem just to the southeast ofDistrict 7. In the Catching Fire film, a pretty District 4 girlwith blonde hair and brown eyes looks up at Katniss and tells her"One day, I'm going to volunteer. Just like you did.", implyingthat District 4 citizens may be in favor of the Hunger Games,similar to Districts 1 and 2, or, that the girl was just a fan ofKatniss Everdeen and wanted to be like her.

Everyday lifeNot much isknown about District 4's way of living, aside from theirspecialization in fishing. Even their bread is tinted green becauseof the seaweed it contains. In Catching Fire, it is mentioned thatDistrict 4 is by the sea, of course. Its rebellious tendencies,expressed during Katniss and Peeta's Victory Tour, were describedas "more of a cry for vengeance" and it was said that the crowd didnot have "the weary cattle feel". This suggests that the citizensof District 4 faced severe oppression but were healthy enough (notbattling starvation and poverty) to fight.

Known Tributes Foxface - Died on Day 16 - she placed 4th in thebook, and 5th in the movie. (Nightlock berries) District 5 male(74th HG) - Died on the first day (Bloodbath). In the film heplaced 17th out of 24. District 5 female (75th HG) - Died on thesecond day (Tsunami) and placed 13th out of 24. District 5 male(75th HG) - Died on the first day (Bloodbath) and placed 24th outof 24. The male tribute during the 74th Hunger Games died duringthe bloodbath at the Cornucopia. Katniss nicknamed the femaletribute "Foxface." She survived by stealing food from othertributes in order to keep herself alive, as well as her quick,witty decisions. Ironically, it was her strategy for survival thateventually killed her. She stole some berries from Peeta Mellark'scollection. Sadly, she mistakenly ate the berries, which werepoisonousnightlock. Katniss hears her scream whenthe tsunami hits, drowning and killing her. It's unknown, butunlikely, seeing as the male tribute attacked Finnick and Katniss,that the District 5 victors were part of the rebel alliance to freeKatniss as they weren't mentioned as one of the Districts that tookpart. Trivia In the last two Hunger Games, both males were killedin the bloodbath but both females survived the bloodbath, theopposite of District 10. District 5 is possibly one of the morewealthier Districts, such as District 1 or District 2 due to thelow amount of residents who take tesserae . This may also attributeto the theory of District 5 not being as impoverished as outlyngDistricts (10, 11 and 12). District 5 was the 5th - 10th Districtto pry from Capitol rule. District 1, District 5 and District 9 arethe only districts without a known rebel. It can be implied thatDistrict 5 would have to be located in western Panem around theRocky Mountains as it would need to power the Capitol. This canalso be supported by how District 12, which lies in the AppalachianMountains in eastern Panem, does not have enough electricity tolight their homes or the electric fence which surrounds theDistrict. According to the Capitol.PN, District 5 has 15 powerplants in operation with a population of 134,345,making it thefifth largest District, in terms of population. According to theCapitol.PN, District 5 claims 2,881 in tesserae, making it thethird richest District. It is considered a wealthy District.

It was heavilybombed by the Capitol's Air Forces. It is hinted that having aMorphling addiction may have been a District-wide issue as Katnissnicknamed the victors of District 6 "Morphlings" because they wereaddicted to the painkiller. Most victors from this District takethis drug to forget what they experienced in their Games. District6 is also one of the more rebellious Districts, as the victors fromthis District were part of the victor alliance to keep Katnissalive. It is mentioned that this District is rebellious after thebreakout from the arena by Plutarch Heavensbee.

The citizens of this District seem tobe extremely oppressed, shown on how rough the Peacekeepers are onthis District, and had a large uprising in Catching Fire. Accordingto the Capitol.PN, District 6 has 52 active hubs with a populationof 784,453, making it the largest District in Panem, in terms ofpopulation, with almost four times as many citzens as District 2,the second place holder. Due to being the largest District in termsof population, it is also extremely unstable, making Morphling adistrict-wide problem. According to the Capitol.PN, District 6claims 68,366 in tesserae, making it the sixth most impoverishedDistrict. It is considered a Lower middle class District. Accordingto The Hunger Games Adventures, District 6 would be situateddirectly north of District 3, which fits more appropriately withwhat was seen in Catching Fire.

On the night when Peeta proposed to Katniss,District 8 rose up and fought against its Peacekeeping force. ThePeacekeepers were caught off guard and overwhelmed by the sheernumbers of the mob. The Peacekeepers' Headquarters, the JusticeBuilding, the armory, and the Communications Center were allsecured by the rebels. However, the Capitol responded by sending inthousands of Peacekeepers and using hovercrafts to bomb the rebelstrongholds. The rebels began to flee and the forward momentumslowed, then stopped. Everything went into a lockdown mode, and noone was allowed out of their houses for a while. The factories wereshut down and the only time the TV played anything other thanstatic was when it showed suspected rebel instigators beingexecuted. Eventually things returned to normal, but the Capitolblew up one large factory when they found out the talk of rebellionstarted there. After the rebellion, the leader of District 8,Paylor, became President of Panem after President Snow was disposedof and Katniss assassinated President Coin. Bombings In Mockingjay,Katniss went to District 8 to visit the victims from the Capitolbombings and to broadcast the first propaganda video to air in allthe Districts and the Capitol. When she was leaving, Boggs tellsher that they need to get to the airstrip because of incomingbombers.In an effort to fight against the bombers, Katniss and Galeclimb to the roof of a warehouse that has machine gun nests,running into Commander Paylor. Together, they all work to destroythe other waves of hoverplanes that fly overhead. Bonnie and TwillBonnie and Twill were two people from District 8 who were trying toescape to District 13. Katniss had found them traveling through thewoodssurroundingDistrict 12. They showed her a piece of bread witha mockingjay stamped on it, which is the "symbol for the rebels."They were going to District 13 because they had heard stories ofpeople living under the District. They were leaving because thefactory that the Capitol had destroyed was the one that they workedat. It was a fluke that they didn't die. Twill had worked as aschool teacher and Bonnie was her pupil. Twill and her husband hadplanned on dressing in Peacekeeper uniforms and escaping. WhenBonnie and Twill had finished their school day, they headed to thefactory. However, there were large craters in the roads from thePeacekeeper bombings they had to avoid. Because of this, they werelate for work, and were still a few blocks away when the wholefactory blew up. Bonnie's whole family died and so did Twill'shusband, so the two headed off on their own. They also told Katnissthat they thought the Capitol had been using the same tape ofDistrict 13 every time they air the surface, and that during thetape, a wing of a mockingjay passed by the corner of the screen. InMockingjay, it was revealed that the two of them never made it toDistrict 13. They are presumed to be deceased and may have beenkilled by the Capitol or died of exposure in the winter forest.TriviaIncomes in District 8 are fairly low, for example Twillmentions that she put in a four hour shift in a Peacekeeper Uniformfactory after her full-time job as a teacher. In the 75th Hunger Games,District 9 was one of the two Districts to have both tributeskilled on the first day. In the 74th Hunger Games, District 9 wasone of the four (movie) and three (book) Districts to have bothtributes die on the first day. There is no known person fromDistrict 9 in the books, however, a leaked photo of the Mockingjayset reveals that the two victors's names are Marian Green andDaniel Berhardt, the same names as their actors. District 9 was the5th - 10th District to pry from Capitol rule. District 1, District5 and District 9 are the only Districts without a known rebel.District 9's poor performance in The Hunger Games may be based onthe theory of it being a very urban District, raising tributes withno overall experience whatsoever about the wild of the arena,causing these tributes to easily be killed. Dalton also presided overFinnick and Annie's wedding. He isn't mentioned in the war.

Trivia In the 74th and 75th Hunger Games, both female tributesdied during the Cornucopia bloodbath, while the male tributessurvived a bit longer, but then later died from an unknown cause.This is the opposite of District 5. District 10 was the 5th - 10thDistrict to pry from Capitol rule. The wedding ceremonies inDistrict 10 are similar to the ceremonies in District 4, shown whenDalton presided over the wedding of Finnick Odair and Annie Cresta.Dalton is the only named person from District 10. In the 74th and75th Hunger Games, this was one of the two Districts to haveabsolutely no named tributes. The other District is District 9.However, the District 10 male in the 74th Hunger Games wasnicknamed "The Boy With The Bad Leg," as Katniss noticed a limp inhis step. In addition, the two victors from District 9 and District10 have their names revealed from a leaked photo of the Mockingjayset, which means that any Districts haven't absolutely no namedtributes in the films either. The children there are almostcertainly malnourished, as the District 10 male (74th HG) wascrippled. Both District 10 males' deaths were not shown in the filmand were not seen surviving. Its inhabitants are described as having darkbrown skin as described in the physical traits of Rue, Thresh,Seeder (film) and Chaff. The fencesurrounding the District is thirty feet high and topped with razorwire, with metal ground plates to prevent anyone digging beneathand guard towers evenly spaced along it. It is always turned on sothe citizens cannot escape, unlike District 12, where their Thewalls of district 11.fences almost never turned on. Theunidentified man about to be shot and killed.Rue mentioned that aboy named Martin was once killed for trying to keep a pair of nightvision goggles in order to play with them, even though he washarmless and only "acted like a three-year old". If any workerstole crops, they were publicly whipped, a common occurrence thatthe Mayor was described as strict on. In general, the Capitol triedto keep a tighter grip on District 11 because of it being the mainfood supplier, and as such was vital to the Capitol's existence.LocationAccording to Suzanne Collins, District 11 is near Atlanta.It appears to be south of District 12, because its weather wascomfortably warm while snow was falling in 12. This warm weatherwould lengthen District 11's growing season and provide an idealclimate for growing food.

Others, likeThresh, are extremely large/muscular and have a large amount ofstrength because of physical labor, and the ability of both torecognize edible plants. Chaff and Seeder, as victors in their respectiveGames, were selected in the reaping to participate in the 75thHunger Games, the third Quarter Quell. Although Seeder was killedin the bloodbath, presumably trying to keep Katniss from gettingkilled,Chaff, her District partner, placed 9th. Every known tributeof District 11 died at the hands of a Career. However, in themovie, Thresh died from the wolf muttations set on them by theGamemakers, though it was presumed he and Cato were fighting andthe mutts were set on half way through. Way of LifeDistrict 11specializes in agriculture, growing wheat and managing orchards.The signature bread from this District is a dark, crescent-shapedroll dotted with seeds. There are many tracker jacker nests inDistrict 11, causing workers to keep medical leaves on hand. In theorchards small children are sent to high branches to pick thehighest fruits. They have long hours: from sunrise to sunset, thepeople work the fields to send food off to the Capitol. During theharvest they often work until well after dark, using torchlight andnight vision goggles. District 11 is many times larger thanDistrict 12. The citizens of District 11 live in small shacks. Thepeople of this District are described as having "dark hair and darkskin". Due to this, they may be of African American, LatinAmerican, Native American, or South Asian decent. However, due tothe location of District 11 being confirmed by Suzanne Collins as"the Deep South" it is likely that they are mostly AfricanAmerican, or of Latin American decent. Trivia District 11 ispossibly the biggest District which is not a surprise because theywould need a big space for farm/garden, also it is shown theytravel through a lot on the train to the square. All known tributesfrom District 11 are of African-American decent. In the 74th HungerGames, District 11 has both the tallest tribute (Thresh), and bothsmallest and youngest tribute (Rue). KatnissEverdeen[src]The Seam was the poorest part of District 12 and whereKatniss Everdeen and Gale Hawthorne had lived. The Seam was locatedon the border of District 12, next to the wild forests. It wasextremely hard to find food in there, and many families lived inpoverty. Because of this, an adult who lives to be very old isrespected and thought of as wise. Many who live there were missingmembers of their family, due to mining accidents or fromstarvation. Also, Katniss mentioned that they only have electricitya few hours a day, so they mostly use candles for light. Early inthe mornings, the streets of the Seam were crowded with tired andworn-down coal miners heading to work. Everything in that part ofthe District was covered in a layer of coal dust due to the coalmining of the region. Typically, residents of the Seam have darkhair, grey eyes, and an olive complexion, which is why Prim and hermother always looked so out of place in the Seam, as they both hadblonde hair and bright blue eyes, due to Mrs. Everdeen's heritage.Merchant sectionThis area of the District was definitely a step-upfrom the Seam. The mayor and his daughter, along with otherfamilies such as Peeta Mellark's, lived in the merchant area andare well-off for District 12. It was mentioned by Katniss that themerchants "lived above their businesses," suggesting that themerchants' homes doubled as their shops as well. The merchantsection did exactly what its name implied - trading and buyinggoods. With the District's coal mines, they made some trades to theCapitol and occasionally to the other Districts. Residents of themerchant area's appearances set them apart from residents of theSeam, as most of them have blonde hair and blue eyes. Katniss'mother originally lived in the merchant section, but she moved tothe Seam to live with her husband after she got married. TheHobMain article: The Hob The Hob was District 12's black market.This was where Katniss and Gale went to sell or trade their excessgame. Many things were available for purchase or trade at the Hob,varying from some of Greasy Sae's soup, a goat, or white liquormade by Ripper. It was later burned down by Peacekeepers inCatching Fire.
